why cant the spinning wheels of a car be used to recharge an electric motor within the car?
It's like if you only have a one dollar bill on you and some change to cover sales tax, can you buy both a McDouble and a small order of fries? They're both $1.
You can either use the energy to move the car or use the energy to charge the battery but you can't use it for both. Also since nothing works at 100% efficiency, you get less back with each energy conversion.
So the problem is you can take a set amount of energy to move the car with an electric motor, that energy becomes the kinetic energy of the moving car however due to various things like friction, air resistance and the fact that the motor is less than 100% efficient, the kinetic energy of the moving car is less than that used to move the car; now you can use the electric motor as a generator and convert the kinetic energy to electrical energy to charge the battery, of course, the conversion is not at 100% nor is charging the battery an efficient process hence you wind up with less energy returned to the battery then there was in the kinetic energy of the car and since you've converted the kinetic energy of the car into electrical energy, the car is now no longer moving as it's kinetic energy has now gone down to zero.
There are two mistakes that you are making, the first is thinking that all of the energy can be converted without loss and the second is thinking that the spinning wheels will keep spinning. If you generate electricity from the spinning wheels, they slow down by the same amount of energy that you're taking out so charging the batteries from the movement of the car is effectively braking the car, you can't have the energy both charging the batteries and moving the car at the same time.
